The Home Care Package (HCP) program is now called the Support at Home (SAH) program.
The Home Care Package program was superseded by the Support at Home program on 1 November 2025. The Support at Home program is just one of the many changes introduced by the Australia Government, under the new Aged Care Act.
If you were approved for HCP funding before 12 September 2024, you are considered to be a ‘Grandfathered’ SAH participant, meaning the amount the Government expects you to contribute towards your care under the Support at Home program will not increase, even if you are reassessed to a higher classification level as your needs change.
If you were assessed for HCP funding after 12 September 2024, you will have transitioned to the new Support at Home. The Government chose this date as it’s the date the new Aged Care Act was tabled in Parliament. This is important because the amount the Government expects ‘transitioning participants’ to contribute to their care will increase under Support at Home. See more information about Support at Home contributions.
Some of the key changes between the Support at Home program and the former Home Care Package program include:
- More funding levels, there are now eight levels of funding under the Support at Home program, instead of four under the HCP.
- Services are now grouped into three categories; these categories determine the level of contribution you may be required to pay towards the cost of your care.
- You receive a Quarterly budget, instead of an annual budget allocation.
- You can roll over up to $1000 or 10% of your unspent Support at Home budget (which ever is higher) from one quarter to the next.
- There are no package administration fees, as the Government expects providers to include these costs in our service prices.
- 10% of your ongoing Support at Home funding is set aside by Services Australia to pay for Care Management.
